01 / The observed problem
Current qualification did not answer the whole assignment question.
The practical distinction was between the standing of the professional and the current conditions selected for one particular placement.
That observation led to a broader architecture question: when an organisation is about to act, can it evaluate the conditions it has selected for that action without replacing the systems already responsible for identity, approval, workflow, policy and records?

Architecture under development, not an operating service.
Current development remains private, synthetic and non-production. Independent technical review is being prepared for; no customer, commercial or production validation is claimed.
Regulated workforce is the first controlled proving ground. Agentic AI is the primary commercial front door. The architecture is broader than AI wherever the same consequence boundary exists.
