01 / The observed problem
Current qualification did not answer the whole assignment question.
The practical distinction was between the standing of the professional and the current conditions selected for one particular placement.
That observation led to a broader architecture question: when an organisation is about to act, can it evaluate the conditions it has selected for that action without replacing the systems already responsible for identity, approval, workflow, policy and records?
02 / Present posture
Architecture under development, not an operating service.
Current work is private, synthetic, bounded and non-production. It has not been independently, commercially or operationally validated.
Regulated workforce is the first proposed proving ground. Automated and agentic action is a priority stress environment. Other possible corridors remain outside the main public positioning until there is a controlled reason to examine them.
