Independent Consequence Control is OSYRA’s term for this boundary.
For an exact consequence, the organisation selects the current sources, rules and conditions it considers material. OSYRA is being developed to evaluate that selected basis without taking over the functions of the contributing systems.

OSYRA does not ask whether a person, agent, system or record is globally acceptable.
The narrower question is whether the organisation-selected current basis still supports one exact consequence when it is about to create an effect.
That exact consequence might be a tool invocation, transaction, dispatch, state change, delegated action, placement commencement or another selected point of effect.
Does the current basis support this exact consequence now?
03 / Existing systems
Identity, agent, workflow, policy, credential, transaction and record systems remain important and authoritative for their own functions.
Identity can be correct. Tool permission can be valid. Workflow state can be accurate. Policy can evaluate the inputs it received correctly. Records and logs can faithfully represent their own events.
The combined current basis can still change when it depends on state distributed across several systems and no single component owns the consequence-time decision.
OSYRA is intended to sit alongside those systems rather than replace them.
04 / Agentic AI
Agentic AI is the primary commercial front door because invocation can be immediate while material organisational conditions remain distributed.
An agent can remain authenticated, authorised to use a tool and correctly governed by its platform even after delegation, purpose, scope, recipient, jurisdiction or another material condition has changed elsewhere.
OSYRA does not determine whether a model is safe, truthful, aligned, lawful or substantively correct. It is being developed around the selected consequence boundary.
